ECONOMIC GROWTH: CHALLENGES AND PROSPECTS
Various companies, including those involved in small, medium, and large businesses, federal organizations, and even investment corporations, use project management in their activities. At present, we are experiencing far from easy times. The usual work scheme for organizations can become unprofitable in a moment. Companies have to adjust and restructure all business processes promptly during their implementation. Adaptation and transformation of processes and products are easier for those companies that follow the principles of agile project management. Departments or entire companies implement Agile principles to quickly respond to changes in the external and internal environment. Strict adherence to the plan (especially over long periods) restricts the initiative of employees on the ground who are more involved in current affairs than management. And they could offer more effective solutions, as they are «closer to the ground». Agile allows the team to respond adequately to the transformation of conditions, take into account variables in planning, and achieve goals despite unexpected events and crises.
In the article, the author considers and identifies creative economic capital as a fairly new category in the terminology of economic science. In the conditions of increasing scientific and technological progress and the formation of an innovative economy, the role of the innovator, the inventor is beyond doubt. Such people are the carriers of creative human capital. Scientific research in the field of economics substantiates the assessment of the most creative human capital and its contribution to economic well – being and economic growth. For this, there are prerequisites for the development of appropriate measurement techniques and tools. The author gives a critical analysis of existing evaluation methods, justifies the shortcomings that help to level them in the future when developing their own author’s methodology.
The article draws an analogy between progressive and innovative development, presents an understanding of the innovative potential of development, analyzes and compares the main scenarios for the country’s long–term economic development, which are reflected in current regulatory legal acts. Based on the comparative characteristics reflected in the Forecast of the long–term socio–economic development of the Russian Federation for the period up to 2030, which were already indicated in the Concept for the long–term socio–economic development of the Russian Federation for the period up to 2020, scenarios for long–term economic development and the analysis of modern socio–economic development, it is substantiated that that the innovative scenario is a moderate and, at the same time, a progressive direction for the long–term economic development of our country. The innovative development potential is considered at the level of the country, industry and individual business entity. In conclusion, it was noted that innovative development should move from the form of an declarative–administrative form to an initiative–active one, and the need for the formation at the state level of indicators for the development of innovative activity, a system for its support and development, infrastructure, and development directions is reflected.
The economic growth and economic development of the country is determined by many factors, including geographic, climatic, demographic, political, as well as its natural resource potential and historical path of development. Between all these factors there is both interrelation and interdependence, and contradictions. The historical path of the country’s development, the current sectoral and territorial structure of the economy, the institutional environment, political processes, the values of economic activity and established business practices have an impact both in the short and long term. The result of these factors can be a variety of institutional traps that give rise to the effect of hysteresis and determine the choice of strategic development priorities or even their absence. In addition to internal factors, the country’s economy is influenced by external economic and political factors, as well as the interests of global economic actors: foreign companies, states and institutions. The identification of the relationship between all of the above factors in the historical context is of high scientific importance for predicting the further development of the country’s economy. The authors of the article studied the influence of economic and political factors on the economic development of the Democratic Republic of the Congo in the late 20th and early 21st centuries and revealed the existence of institutional traps that caused the hysteresis effect as the main cause of poverty in one of the most resource-rich countries on the African continent.
FINANCE, CREDIT, INSURANCE
According to the World Bank experts, the widespread adoption of digital technologies in the countries of the Middle East and North Africa (MENA) will bring huge social and economic benefits amounting to hundreds of billions of dollars a year, and a much – needed surge in new technologies and job creation. While the Middle East is far behind when it comes to digital transformation, better logistics, tax incentives, free zones and innovative ideas have propelled the region into new uncharted innovation spaces. From Metaverse and free zones to e@commerce and many others, the region is truly entering a «Golden Age» of digital adoption. Initially slow in adopting digital technologies, governments have made huge strides in helping their regions catch up with and even outperform many global markets including Western countries. Now, a range of investments, such as the 2023 launch of the Metaverse Academy in Saudi Arabia and Dubai, is taking the Middle East and Africa to new heights and creating many opportunities for digital retailers and business communities.
The article identifies trends in the formation, development, and reform of the pension system of Russia over 30 years. The advantages and disadvantages of the existing pension system are considered, a brief critical analysis of the reform of the pension system of Russia in 2011–2021, the features of the use of accumulative and insurance pensions and complex options for calculating citizens’ pensions are carried out. It is revealed that more than 100 changes have been made to the pension system by federal laws and resolutions of the Government of the Russian Federation. Serious contradictions in the pension system that have developed as a result of the reform of the pension system have been revealed. The authors propose recommendations for improving the pension system of Russia for the future, which will allow solving strategic and tactical tasks of the country.
In this paper, an urgent problem related to the availability of banking services to the public and business was considered. The definition of the term «financial accessibility» was introduced. The methods of assessing the financial availability of services have been studied. Theoretical information on the assessment of accessibility by the Bank of Russia and other global financial organizations is given. The measures taken by the Bank of Russia to improve the quality of services were reviewed. The principles of the Bank of Russia’s Service for Consumer Protection and ensuring the availability of financial services are considered. The concept of «behavioral supervision» is considered, the differences of its types are described. The problem related to the difficulties of obtaining financial services due to a poorly developed technical base and infrastructure has been formulated. Statistical data for 2022 on cases of complaints to the Service for Consumer Protection and Ensuring the Availability of Financial Services are considered. The concept of «financial literacy» is considered. The conclusion characterizing criteria and indicators of assessment of financial accessibility is made.
An important factor in the stable functioning of the banking sector is the quality of bank liabilities. The financial position of each credit institution, its liquidity, financial stability and efficiency, directly depend on the state of the resource base (the composition of sources of financing banking activities, the parameters of their urgency and payment), and therefore the task of ensuring the optimal structure of bank liabilities is one of the key tasks of banking management. In conditions of economic uncertainty, the achievement of optimal characteristics of the resource base is complicated due to structural shifts that cause an increase in the cost of funding, which indicates the relevance of improving the policy of forming bank liabilities.
The subject of the research in the article is the state of the resource base of Russian banks, the specifics and problems of the formation of bank liabilities in modern conditions.
The research results consist in determining trends in the formation of bank liabilities, identifying promising areas and tools for the development of the mechanism for the formation of the resource base of Russian banks. The authors substantiate that in the conditions of economic turbulence, it is important for commercial banks to ensure a balanced formation of a diversified structure of liabilities based on a more complete analysis and consideration of the system of risk factors and the potential of credit and investment activities.
The subject of the article is to improve the relevance of reporting information for investors.
The author concluded that the legislative protection of the financial interests of creditors is expressed in the regulation of the ratio between the assets of the organization and its accounts payable through the indicators of the authorized capital and the reserve fund. It is proved that the financial interests of the owners are subject to protection by the legislator only in certain situations and are expressed in the ability to present a share or share for redemption by the issuer at a certain price. The article highlights the following features of modern financial statements: the presence in its composition of the organization’s assets as objects of property and property rights, as well as expenses, which corresponds to the interpretation of assets in IFRS and the prevalence of the principle of conservatism. The author made suggestions to improve the relevance of reporting data from the position of its creditors: the presentation of assets by objects that can be a means of repaying accounts payable using the principle of conservatism in their assessment. The article suggests ways to improve the relevance of reporting from the position of its owners, based on an assessment of the value of equity as a property complex or business value. The conclusion is made about the expediency of applying the second approach from the position of assessing investments and redistributing property.
The article examines the relevance of Islamic finance in the world and currently in Russia, especially in the light of political events and the need to strengthen ties with Arab countries. Particular attention is paid to the Republic of Dagestan, where several companies in the field of Islamic finance have been operating for many years.
The purpose of the article is to analyze current trends in the Islamic finance market in the Republic of Dagestan in the current economic situation and identify opportunities for its further development.
The institutional approach was used as a methodological basis, as well as standard methods of scientific knowledge, such as analysis and induction.
INDUSTRY SECTOR AS THE BASIS OF THE RUSSIAN ECONOMY
Today tourism is one of the integral parts of the economic sphere of the modern world. Domestic tourism as an external one needs more attention, because thanks to the recognition of the territory, more investments are attracted for development. According to the author, it is important to pay attention to the development of marketing in tourism, namely the promotion of the territory and its attributes. The brand of the territory is one of the tools for promoting the territory, primarily its tourist potential. This method of promotion is used in almost all large territories, such as: countries, cities, territories with historical heritage. The author believes that it is worth paying attention to this tool, and already at the stage of forming the brand platform to build a competent development strategy, otherwise the brand of the territory may not be perceived as originally intended. The result of a well–built brand of the territory and its attributes will be a greater increase in the tourist flow, as well as an increase in the recognition of the territory, thereby increasing the demand for the territory in the future. There is already a brand of the territory «Visit Tatarstan» on the territory of the Republic of Tatarstan, in this study this brand is analyzed for recognition and attractiveness from the point of view of potential tourists.
Strategic management is a key aspect of enterprise management.
The purpose of this study is to analyze strategic management in the context of current trends and challenges faced by organizations.
This article discusses the basic principles of strategic management, its role in creating competitive advantage, and the methods and tools used in strategy development. The challenges faced by organizations in the implementation of the strategy, as well as ways to overcome them, are also considered. The article describes the features of strategic planning in the agro–industrial sector, including the management of risks and changes in market conditions. Special attention is paid to current issues in the field of digitalization of agro–industrial management and current trends in the strategic development of agro–industrial companies. Recommendations are formulated for the development and implementation of strategies using innovative information technologies such as big–data analysis, artificial intelligence, machine learning, as well as the use of new management methods such as agile, lean and ESG strategies. This article concludes with recommendations for developing and implementing an effective strategy. The article may be useful for executives and managers in the agro–industrial sector, as well as for researchers and students studying strategic management.
The article reveals the main problems of the mechanism for customs regulation of the export of petroleum products: cancellation of export customs duties at the end of the «tax maneuver», dependence of export customs duties on gasoline and diesel fuel on the world oil price, the government does not take into account the ratio of world and domestic prices when determining the customs duty rate and the ratio of demand and supply of petroleum products in the domestic market to determine the need to apply measures of customs regulation of export, as well as the lack of a mechanism for applying non–tariff regulation measures. In this regard, the author identified the need to reform the mechanism for applying measures of customs regulation of the export of petroleum products. The author has developed an organizational and functional model of interaction between state authorities in establishing measures for customs regulation of the export of petroleum products, which will provide a regulatory, methodological and information basis for the implementation of the proposed mechanism.
A feature of the activities of pharmaceutical enterprises is the high knowledge intensity of production, complex technological process, long–term implementation of projects. Employees with specific professional and personal competencies can work effectively in the industry, the number of which is limited in the labor market, which makes the issue of forming an effective system for stimulating the productivity of personnel in the pharmaceutical industry relevant. The article summarizes and analyzes the methods used to stimulate employees, on the basis of research indicates the existence of an employee’s motivation cycle during his employment in the company, suggests a model of stimulation based on the employee’s life cycle in the organization, which describes his attitude to responsibilities and the employer, motivational aspirations, possible risks to the effectiveness of his work, ways to stimulate each of the stages of the life cycle.
SMALL BUSINESS
The study of the motives and patterns of behavior of economic agents is one of the important areas of modern economic science. Understanding the patterns of evolution of the behavioral paradigm is important from both cognitive and prognostic points of view. A modern manager must be able to analyze both rational and irrational aspects of human behavior in order to effectively manage organizations. The author explores the evolution of the behavioral paradigm, identifies the main stages of its development and reveals the influence of the philosophy of rationalism of the Enlightenment, as well as sociological and philosophical knowledge of the 19th-20th centuries, on this process. The author substantiates that the behavior of an «economic person» and «a managerial person» is influenced not only by rational motives, but also by cultural values, values of economic activity, behavioral patterns, memes, sociocultural codes, as well as cognitive limitations and inherent deviations from rational behavior. The study of the relationship between the behavioral paradigm that a manager adheres to and his managerial decisions is of scientific importance, since it allows to deepen knowledge about the motives of managerial decisions and the impact on them of a wide range of economic and non–economic factors, rational and irrational motives and incentives.
SOCIO–CULTURAL ASPECTS BUSINESS ACTIVITY
The article analyzes the state, development and position of human resources in retrospect from 1990 to 2022 from the point of view of social policy. Socio–economic indicators are divided into 2 groups: the number and structure of human resources and the characteristics of human resources. The author presents an analysis in quantitative and qualitative terms to understand and identify weaknesses, threats and opportunities in the implementation of social policy. The analysis will allow us to determine the triggers for the development of human resources, which allows us to set targets for the implementation of social and demographic policy in the Russian Federation. The authors noted the demographic crisis, aging and depopulation of the population, marked the stratification of society, overdue structural negative shifts in education, which will be increasingly actualized over the next 10 years.
An urgent, even topical problem in the field of export of educational services is the use of advantages in the domestic educational system, innovation and the search for methods, technologies and a way of presenting knowledge that are relevant for a modern student. The construction of the entire algorithm for teaching a foreign student in domestic universities should reach such a level of meeting their needs that would ensure the fullness of the request for high–quality knowledge, a palette of research skills. The competitiveness of our country in the field of export of educational services provides quality education based on an innovative approach using active learning technologies. Active learning nvolves an interdisciplinary approach to education using pedagogical, didactic, and organizational and managerial techniques. An important aspect of active learning is the focus on the development of various types of activity. The teacher becomes the most important subject of the innovative approach and the main actor in the entire system of modernization of the education system. Knowledge of the specifics, history, economic development of the country of a foreign student is a prerequisite for the activity of an innovator teacher. Such a technology is active training, which is aimed both at the formation of research, cognitive activity of the student, and at preparing for practical activities through the acquisition of various types of activity.
The digital transformation of modern economic life has found its reflection in the field of marketing communications, having formed a virtually new form of communication between market entities-digital. A distinctive feature of this form is the personalization of the message, the high selectivity of the consumer’s choice, as well as the possibility of a permanent communication process in which the consumer has the opportunity to independently create content about the company and its product, as well as actively distribute it for their own purposes, sometimes different from the goals of the company. The use of digital marketing communications in the activities of companies provides a number of advantages, such as the infinity and global coverage of the market, the versatility of market impact effects, personalization of communications, etc., which cannot be realized without artificial intelligence technologies. The scope of artificial intelligence in modern companies is extensive. Today, many innovative solutions for the automation of production and other business processes of companies are unthinkable without artificial intelligence. Artificial intelligence is «busy» in routine marketing processes, for example, accompanying the process of purchasing and delivering goods to the consumer, etc.
The subject of research in this article is the possibility of creating content, implementing the targeting process and other areas of application in digital marketing communications of artificial intelligence.
The object of the study is modern developments in the field of digital marketing communications, which contribute to the formation of effective interactions with the consumer by «fixing» them in behavioral models.
