Abstract

The article is devoted to consideration of some of the main aspects of the process of formation and development of the platform economy in Russia. The activity of platform business ecosystems in Russia and abroad is shown, the main threats and risks arising in connection with the development of the platform economy are considered. The need for state regulation of the activities of platform business ecosystems is discussed.

In modern conditions, a business must quickly and effectively respond to the dynamic changes in its environment, including trends that form and influence the development of the economy. The ability to implement mobile and successfully implement innovative projects in various fields of activity determines the sustainable development of the business. One of the tools that can increase the productivity of a company’s business processes is agile. The use of management methods based on flexible approaches in the implementation of innovative projects is aimed at improving the efficiency of the company’s management system as a whole.

Abstract

The article is devoted to the regional socio-economic and social development of Russian regions. The authors draw attention to recent trends in the study of these processes. It is proposed to use the statistical collection «Regions of Russia, socio-economic indicators» as a source of information. The method of determining the integral indicator of regional development is proposed, a computer program is used to determine its numerical values on the basis of the block «Medicine, Education and Science». Numerical indicators proposed by the Ministry of Economic Development of the Russian Federation for calculating the integral indicator are described. For the regions of the Central Federal District, calculated data on the level of social regional development are provided. The analysis of the presented data is carried out, conclusions are drawn about the possible directions and prospects for further research in the temporal and spatial aspects.

Abstract

The study presents some analysis of the results of the 13th Five–Year Plan and the prospects for the scientific and technological development of the People’s Republic of China in the 14th Five–Year Plan. In the future, the results obtained may be considered for the purpose of analysing the possibilities of developing Russian–Chinese cooperation on the border area in this sphere. How does China plan to achieve global leadership in science and technology innovation? The subject of this study is the creation of a new type of infrastructure, the increase in the quantity and quality of R&D through the organization of public and private funding, the analysis of the results of this work, and the prospects for creating a fully fledged socio–economic ecosystem in the field of science and technology.

Abstract

The main objective of this work is to compare the predictive ability of the classical machine learning model — ARIMA, as the most common and well-studied baseline model, and the ML model based on a sequential neural network — in this case, LSTM. The goal is to maximize accuracy and minimize error — selecting the most appropriate model for predicting time series with the highest accuracy. A description is given for these mathematical models. An algorithm is also proposed for forecasting time series using these models, based on the «Rolling window» approach. Practical implementation is implemented using the Python programming environment with the Pandas, Numpy, pmdarima, Keras, Statsmodels libraries. To train the models, we used stock data at the closing price per share of the leading Russian companies: Yandex, VTB, KamAZ, Kiwi, Gazprom, NLMK, Rosneft, Alrosa for the period. The studies carried out demonstrate the predictive superiority of the approach based on neural networks, while the RMSE is 71% less than the same indicator for the ARIMA model, which allows us to conclude that the use of the LSTM model is preferable for this class of problems.

Abstract

The possibilities and prospects of using energy service contracts as a way of organizing energy saving processes are considered. Taking into account the analysis of the dynamics of the conclusion of energy service contracts in the Russian Federation and the effect of their implementation, the main problems of application have been identified. It is shown that in conditions of a lack of investment resources for the modernization of electric power facilities, it is advisable to involve organizations for training personnel and enterprises of regional innovation infrastructure in the preparation and implementation of energy service contracts. A structural model of interaction between direct and indirect participants in the implementation of energy service contracts within the framework of territorial innovative energy clusters is proposed. When implementing the proposed model, the degree of validity of energy conservation management by government bodies, which can be carried out both through the cluster management center, and directly, increases significantly.

The scale and problems of the formation of the economy and transport system of the Russian Federation should be considered in the system of territorial and economic division of the country. Abstract

All the negative changes in connection with the pandemic, which directly affected the model of financial behavior of the main investors in the construction industry, will ultimately continue to negatively affect the state economy. This situation will lead to an even greater decrease in entrepreneurial activity in construction. As a result, those positions of supply and demand, the economic state of the construction sector and individual organizations that have been destroyed since the beginning of 2020, under the most favorable scenario, will be able to return to their previous positions only in two years.

Abstract

Housing conditions and the possibility to improve them are one of the main indicators of the standard of living of the country’s population. State methods of regulation in this sphere must contribute to minimize the risks of citizens and ensure their safe investment in the purchase of housing under construction. For these purposes the mechanism of project financing — the system of financing the construction of apartment buildings through escrow accounts was developed and introduced.
The subject of the article is an analysis of the introduction of escrow accounts in relation to Russian regions. The statistics presented by the financial development institution in the housing sector Dom.rf allows to detect a positive dynamics of citizens’ trust in development companies, which finally is reflected in a significant improvement of the quality of life of Russians. Thus, with the growth of citizens’ trust in contractors — developers of apartment buildings, their interest in buying better quality housing grows. Besides, the mechanisms of project financing weed out unfair builders, leaving only reliable developers on the market, which raises the qualitative characteristics of new projects and gives extra stability to the market.

Abstract

The article is devoted to the analysis of foreign experience in managing the foreign economic activity of small and medium-sized enterprises. The author draws attention to how it is possible to use foreign best practices in managing a company entering foreign markets. It is determined that internationalization can be used as an opportunity to diversify the sources of income for export–oriented companies. Some approaches to expanding the international participation of SMEs are considered: the traditional approach; the approach of «companies born of globalization»; the concept of «revived by globalization»; an approach to participation in global value chains.

Abstract

In this article, the author examines the main problems of development of startups and small and medium–sized enterprises in the regions of the Russian Federation in the conditions of COVID–19. Presented by data on the development of the main directions of startups in the regions of the Russian Federation.
The features of the development of startups in such areas as education, finance, e-commerce and personnel management solutions are reflected. The essential problems of the development of small and medium–sized businesses in modern conditions are shown, which, according to the author, include: structural problems of the development of regional economies, the underdevelopment of the mechanism for attracting investment in services, agriculture and other industries, the problems of developing new competitive industries and reducing taxes, developing export potential and solving social problems.
The necessity of targeted state support for small and medium-sized businesses, identification of opportunities for the development of small and medium-sized enterprises in all regions of the country is indicated.

Global contradictions are forming in the world, among such contradictions one can single out the confrontation between tellurocratic and thalassocratic states, land states and sea states. An alternative to globalization can be multipolarity, that is, a situation where different civilizations persist. Russia will be able to become a pole of a multipolar world when it realizes itself as a civilization with a certain set of cultural and other values based on history, culture, fundamental traditions of the ideals of universality and conciliarity.

Abstract

In connection with the widespread removal of the «coronavirus» restrictions on free movement, the problem of attracting consumers to their sales areas has become especially urgent for brands. It seems that this problem can be solved, including using elements of futuristic marketing. The author, using the example of Russia and foreign countries, examines already existing examples of the implementation of elements of futuristic marketing in the strategy of an enterprise, and also proposes models for increasing the effectiveness of such implementation.
