Abstract
The article attempts to substantiate the importance of changing approaches to improve the efficiency of human capital management at the regional level by analyzing the level of human capital development based on data from the Bryansk region. The study of the dynamics of human capital growth, as well as the directions of improving the efficiency of human capital management, based on the creation of an educational cluster in the Bryansk region.
