INDUSTRY SECTOR AS THE BASIS OF THE RUSSIAN ECONOMY
The present time is characterized by a high rate of changes in the external environment of industrial enterprises that play a leading role in the country’s economy. External changes pose challenges to enterprises and force them to carry out internal transformations in order to ensure effective operation. In such conditions, the search for solutions aimed at high–quality management of the current resources of an industrial enterprise acquires a special role and importance, since unjustified replacement of them in anticipation of ensuring stable profit indicators in response to ongoing improvements can lead to bankruptcy. Making decisions based on an assessment of their ability to participate in the transformation of industrial enterprises is the key to the most favorable ratio of the expected results from the ongoing transformations and the cost of their implementation. The peculiarity of industrial enterprises is the high share of fixed assets in their assets, which is a barrier to mobile and flexible behavior in the market. Fixed assets require special attention when planning transformations in the activities of an industrial enterprise, the management of which needs a full assessment of this resource to maximize the use of its capabilities. The developed mechanism allows you to make an informed management decision to achieve the goal set by the management of the enterprise. The completeness of the assessment contained in the mechanism reveals the most accessible transformations, using available fixed assets for a number of direct and indirect indicators at the same time. In view of the continuous transformation of both the external and internal environment of the functioning of industrial enterprises, it seems necessary to use the entire available range of effective tools and recommendations for making high–quality management decisions. The developed mechanism is such a tool.
The main trends in the development of enterprises for the production of electrical equipment are considered. The main problems typical for enterprises producing electrical equipment have been identified. The prospects and specifics of building bionic–type organizations are analyzed, first of all, in relation to enterprises for the production of electrical equipment. A model of a developing bionic organization based on business community management has been developed.

China is today Russia’s leading external economic partner. This research presents the analysis of foreign trade of Khabarovsk Territory with the People’s Republic of China in the tough year 2020. The quantitative and monetary characteristics are presented, weight for major commodity groups in export and import variants is determined, customs statistics are proposed on the basis of the results of the first quarter of 2021. In addition to statistics, an attempt was made to identify a list of negative factors regarding the possibilities of developing foreign trade of the Khabarovsk Territory with the PRC. The research presents the main investment projects currently under way, defines the main directions of the complex development of business cooperation between our countries taking into account the latest trends of digitization.
ECONOMIC GROWTH: PROBLEMS AND PROSPECTS
The Qatar National Vision 2030 program is based on two principles — modernization and preservation of traditions. Blockade of the country in 2017–2020 and the coronavirus pandemic became a serious test for the economy of Qatar, but the government and residents of the country do not consider themselves defeated by these circumstances, but on the contrary, these circumstances helped the country’s economy to survive the above crises. In 2019, the International Monetary Fund said that Qatar’s economy was resilient in the face of the blockade and shocks caused, including by the fall in hydrocarbon prices in 2014–2016. The events of the global economic crisis caused by the pandemic have posed another challenge to the financial and banking system of Qatar. Thanks to the measures of the country’s government aimed at ensuring business continuity, maintaining liquidity and providing support to the sectors of the economy affected by the pandemic, it was possible to mitigate the impact of this shock, support cash flows, and achieve financial and banking stability in the country. However, according to fund analysts, COVID–19 and a sharp drop in hydrocarbon revenues will lead to a reduction in real GDP growth by 2% in 2020. At the same time, future profits from hosting the FIFA World Cup in 2022, continued expansion of capacities in production of liquefied gas and competent fiscal and monetary policy will contribute to economic growth in the country in the medium term.
Today the knowledge–intensive industry development is carried out by the programs that combine a set of innovation and investment projects aimed at achieving a single goal and implemented in general constraints. The presence of a larger number of project characteristics (in particular, terms, resources, performers, etc.), which must be taken into account when forming the composition of the program, leads to the formulation of the problem of multicriteria optimization. As its solution, it is proposed to use an algorithm of bacterial optimization, supplemented by a procedure for forming initial positions using fuzzy logic methods.

The policy of protectionism is aimed at protecting the domestic market, implemented by regulating tax and customs barriers, reducing competition of other countries compared to goods of national producers.
In the article, the author carried out an integral qualitative assessment of the readiness of the domestic economy for the transition of its functioning to the format of industry 4.0. The degree of infrastructural and institutional compliance of the country’s economy with the criteria necessary for the implementation of the digital transition is investigated. The relevance of the article is due to the compression of the time available for the domestic economy to implement digital transformation, which are caused by the economic and infrastructural consequences of the Covid–19 pandemic and the tightening of competition between countries for the right to dominate the information space. The result of the scientific work done by the author is a comprehensive assessment of the readiness of the Russian economy for digital transformation, indicating its strengths and weaknesses. Taking into account the most significant factors determining Russia’s readiness for digital transformation, the framework directions for supporting the digital transformation of the country’s economy are proposed.
SOCIO–CULTURAL ASPECTS BUSINESS ACTIVITY
The article examines the main aspects of the formation of human capital as one of the social and economic factors in the development of regions. The main directions that will improve the level of formation of the region’s human capital are analyzed, and the prospects for their further development and implementation in the organization are considered. The analysis of such concepts as «human capital» and «fixed capital» is carried out, the relationship between these concepts is revealed.
The article is devoted to the economic and legal aspects of the personnel cost optimization process. Currently, there is a difficult period for doing business. it is impossible to predict when this period will end and what the consequences will be for all types of businesses. In times of crisis, optimization in this matter begins and ends with staff reduction. Is it always necessary to take extreme measures? Is it possible to significantly optimize costs in a stable period? The author considers optimization as a strategy and proposes effective methods for different stages of its implementation. The legal aspects of the optimization process has a particular place in the article that allow an entrepreneur to make an informed decision within the law.
The article reveals the basics of certification of financial market specialists. The functions of the Bank of Russia as a key regulator of the certification system are presented, a list of accredited organizations that certify financial market specialists is presented. The main changes in the legal framework governing the certification of financial market specialists are revealed. The conclusion is made about the need to improve the system of certification of professional securities markets in modern Russia and to strengthen the role of the Bank of Russia in this process.
