В статье проведена аналогия между прогрессивным и инновационным развитием, представлено понимание инновационного потенциала развития, проанализированы и сравнены основные сценарии долгосрочного экономического развития страны, которые отражены в актуальных нормативно–правовых актах. На основе указанных в Прогнозе долгосрочного социально–экономического развития Российской Федерации на период до 2030 года сравнительных характеристик, которые были обозначены еще в Концепции долгосрочного социально–экономического развития РФ на период до 2020 года, сценариях долгосрочного экономического развития, и анализа современного социально–экономического развития можно сделать вывод, что инновационный сценарий является умеренным и в то же время прогрессивным направлением долгосрочного экономического развития нашей страны. Инновационный потенциал развития рассмотрен на уровне страны, отрасли и отдельно взятого хозяйствующего субъекта. В заключение отмечено, что инновационное развитие должно перейти из формы заявительно–распорядительной в форму инициативно–действенную и отражена необходимость формирования на государственном уровне индикаторов развития инновационной деятельности, системы ее поддержки и развития, инфраструктуры, направлений развития.
The article draws an analogy between progressive and innovative development, presents an understanding of the innovative potential of development, analyzes and compares the main scenarios for the country’s long–term economic development, which are reflected in current regulatory legal acts. Based on the comparative characteristics reflected in the Forecast of the long–term socio–economic development of the Russian Federation for the period up to 2030, which were already indicated in the Concept for the long–term socio–economic development of the Russian Federation for the period up to 2020, scenarios for long–term economic development and the analysis of modern socio–economic development, it is substantiated that that the innovative scenario is a moderate and, at the same time, a progressive direction for the long–term economic development of our country. The innovative development potential is considered at the level of the country, industry and individual business entity. In conclusion, it was noted that innovative development should move from the form of an declarative–administrative form to an initiative–active one, and the need for the formation at the state level of indicators for the development of innovative activity, a system for its support and development, infrastructure, and development directions is reflected.
