В статье в результате проведенного исследования ключевых ориентиров реализации подпрограммы № 3 «Авиационное двигателестроение» в рамках государственной программы «Развитие авиационной промышленности на 2013-2025 годы» была предложена интегрированная модель разработки, реализации и адаптации стратегии развития двигателестроительных предприятий. Указанная модель построена на основе комбинированного использования моделей стратегической чувствительности (авторы: Спиегелеир С. и Беккерс Ф.), управления человеческими ресурсами (авторы: Ромеро-Фернандез П.М., Мартин-Алцазар Ф., Санчез-Гардей Г.) и потока инноваций Янсона Ф. Преимуществами описанной модели является более полный учет влияния факторов неопределенности при разработке указанной стратегии; использование итерационного цикла при формировании стратегии, который позволяет выбирать и обосновывать рациональные варианты ее реализации в условиях изменения внешней и внутренней среды функционирования предприятия, возможность адаптации процесса управления инновациями в соответствии с выбранными стратегическими ориентирами; наличие процедуры согласования параметров системы управления человеческими ресурсами со стратегическими целями предприятия.
In the article, as a result of the study of key targets for the implementation of subprogram No. 3 «Aviation engine construction» under the state program «Development of the aviation industry for 2013-2025», an integrated model was proposed for developing, implementing and adapting the development strategy of engine-building enterprises. This model is based on the combined use of strategic sensitivity models (authors: Spiegeleire S. and Bekkers F.), human resource management(authors: Romero-Fernandez P. M., Martнn-Alcбzar F., Sбnchez-Gardey G.) and flow Innovation Janson F. The advantages of the described model is a more complete account of the influence of uncertainty factors in the development of this strategy; the use of an iterative cycle in the formation of a strategy that allows you to select and justify rational options for its implementation in terms of changes in the external and internal environment of the enterprise, the ability to adapt the process of managing innovations in accordance with the selected strategic guidelines; the existence of a procedure for coordinating the parameters of the human resource management system with the strategic goals of the enterprise.
