Статья посвящена актуальной проблеме современного развития российской экономики, состоящей в создании условий повышения значимости финансовых систем мезоэкономического (регионального) уровня, как инструмента социально-экономического развития субъектов федерации. В рамках данной проблемы выделена задача оценки финансовой системы региона с позиций степени адекватности ее целей целям позитивных изменений регионального хозяйственного комплекса, общей задачей которой признано создание актуальной информационной базы для принятия эффективных решений по регулированию состояния данного объекта. Обоснована необходимость дефрагментации общей задачи на ряд локальных, включая задачи корректировки и функционального развития институциональной структуры, а также развития элементного состава, формирования целостного состава функций и их рационального распределения между элементами организационной структуры региональной финансовой системы. Предложено определение качества региональной финансовой системы, как общего объекта ее оценки и обоснована необходимость при проведении оценки сочетания качественных и количественных параметров.
The article is devoted an actual problem of modern development of the Russian economy, which consists in creating conditions for improving the relevance of financial systems mesoeconomic (regional) level, as a tool for socio-economic development of subjects of Federation. In this issue highlighted the problem of estimating the regional financial system from the standpoint of the degree of adequacy of its objectives with the objectives of positive changes in regional economic complex, a common task which recognized the establishment of a relevant information base for making effective decisions on regulation of the status of the given object. The necessity to defragment the General problem on a number of premises, including task adjustment, and functional development of the institutional structure and the development of the elemental composition, the formation of the complete structure of functions and their rational distribution between the elements of the organizational structure of the regional financial system. The proposed definition of quality regional financial system, as a sharedobjectofevaluation and the necessity in the evaluation of a combination of qualitative and quantitative parameters.
